The Village contracts with the Lucas County Building Regulations for building permits and inspections. Building permits ensure that the construction will meet all current State of Ohio building code regulations.

No private swimming pool, provided it is located in the buildable portion of a lot or in the rear yard, with a diameter greater than twelve feet (12’) or with an area of more than one hundred (100) square feet or with a capacity greater than five hundred gallons (500) or more, shall be allowed in any commercial or residential district, except as an accessory use and unless it complies with the following conditions and requirements.
The pool is intended and is to be used solely for the enjoyment of the occupants of the principal use of the property on which located.
It may not be located closer than ten feet (10’) to any side property line and the principal structure on said property.
The swimming pool, or the entire property on which it is located, shall be walled or fenced to prevent uncontrolled access by children from the street or from adjacent properties. The fence or wall shall not be less than forty–two (42) inches in height, and shall be maintained in good condition with a gate and lock. As an alternative to installing a separate fence or wall around an above ground pool, the wall of the pool, and if necessary, railing built around the top of the pool wall to a height not less than forty-two inches may be considered the enclosure for the pool. All ladders for this type of pool shall be removed or locked when the pool is not in use or left unattended.
Pools may not be located closer than ten (10) feet to any public right of way or within any portion of the front yard.

A zoning permit is required to construct, alter, remodel, or enlarge any structure within the Village.
Zoning permits are not required for most minor repairs such as siding, window replacement, roofing projects or landscaping. Keep in mind that the Lucas County Building Regulations will require a building permit for these types of projects.
Residential applications must be submitted with a drawing indicating the location of the main residence, all accessory buildings, fences. The drawing should indicate the distances from the street and all property lines. The appropriate fee must be submitted with the permit application.

Commercial applications require more detailed plans to be submitted with the application, as well as the required fee. Site plan requirements for commercial projects include exterior elevations and landscaping plans.
Zoning permits and applications are available at the Village offices, 1245 Clarion Avenue. Office hours are Monday thru Friday 8:00 to 4:30.
Building permits are issued by the Lucas County Building Regulations Department. They are located at 1115 S. McCord Rd. Holland, Ohio 43528 419-213-2990. No building permits are issued unless an approved zoning permit is provided at the time of application. For minor repair projects, the zoning division will issue a letter stating no zoning permit is needed.

The Village of Holland has contracted with the Lucas County Building Regulations Department for building plan review, building permit issuance and the required inspection services.
Zoning approval remains under the authority of the Village of Holland with zoning fees paid to the Village.
The Lucas County Building Regulations is responsible for the building permit plan review, permit issuance and inspections. All fees associated with these processes as well as the certificate of occupancy for new structures shall be payable to the Lucas County Building Regulations Department. Building Plan Requirements:
* A minimum of three (3) sets of complete construction documents shall be submitted for review. Complete construction plans include: a site plan, elevations, and detailed sheets indicating the footer/foundation, floor, wall, ceiling, and roof of structure. Additional details shall include location of utilities, mechanical equipment, and insulation requirements.

Accepted practice is to install the “good” side facing the neighbors. There are no regulations on how to install the fence.
The Village can provide information on how wide or deep a lot is, the only sure
way to know where the actual boundary lines are is to have a survey of the property completed. The Village does not provide surveying for properties located within the Village.
Appeals of a decision of the Zoning Administrator may be filed within 30 days of the decision by filing a written letter of notice to appeal with the Zoning Administrator. Appeals of a decision of Planning Commission may be filed with the Clerk-Treasurer. After receipt of a notice to appeal, a public hearing shall be set within 60 days.
