Division of Zoning

The Village is a zoned community. This means that the Village is divided into districts according to the use of an area. By districting, the Village Planning Commission and Council are better able to assure a high quality of life for our residents while encouraging community development. The Zoning Ordinance and Land Use Policy provide a long range guide for the development and use of land in the Village of Holland. The Village first enacted zoning in 1975. The Ordinance was updated in 2001 to reflect changing technology, social and economic concerns.


Permits are required for:

  • New Construction
  • Remodeling
  • Renovations involving structural walls
  • Accessory Buildings
  • Fences
  • Pools
  • Signage

No Permit is required for:

  • Interior or exterior painting
  • Window replacement
  • Roof replacement

Lucas County Building Regulations require a zoning permit for permits to be issued.

The Division of Zoning also assures that all properties conform to minimum requirements for the promotion of public safety, convenience and general welfare of the public. These instances include:

  • Inoperable junk vehicles
  • Parking in front yards
  • Storage of recreational vehicles
